Toon Boom is the reigning champion for building ‘toons and the computer…Flash based or not.

But really, Flash itself has all the tools you need to do basic 2D animations. If you’re on a budget or just want to get your toes wet, you’ll find many tutorials online on how to do cartoons in Flash alone.
